Forum on "The System Revenue from China's Participation in Global Governance and Promotion of One Belt One Road Construction" was Held Successfully

On December 14, 2017, the 21st SUFE Law Forum was held successfully at Conference Room 116 of Law School. Professor Yang Jian, the Vice Dean of Shanghai Institutes for International Studies, was the lecturer. He made a wonderful lecture titled “the System Revenue from China’s Participation in Global Governance and Promotion of One Belt One Road Construction.” And he conducted in-depth exchanges and discussions with teachers and students in SUFE Law School. The lecture was hosted by Professor Song Xiaoyan, Acting Vice Dean of SUFE Law School. And graduate students attended this forum. 


At the beginning, Professor Song gave an introduction speech. She warmly welcomed Professor Yang and introduced the academic and professional background of Professor Yang.


The lecture had three sections: the phased division of the interrelationships between China and the world system, the game situation surrounding the improvement of the new system of international community, and the system revenue from the participation in global governance and the promotion of One Belt One Road construction. 


First of all, Professor Yang briefly introduced the concept of system revenue, and then explored the “the stage characteristics of China’s participation in the world system (reform and opening up)” and “the relationship between China and the international systems and rules.” Professor Yang explained in an easy-to-understanding way, through which students had a deeper understanding of the transformation of political and economic system since China’s Reform and Opening Up.


Secondly, through the interpretation of the report of the 19th National Congress, Professor Yang briefly explained the three levels of system construction: governance philosophy, rights structure and technical discipline. Afterwards, Professor Yang further explained three concepts of implicit power, structural rights and support of technical discipline which were drawn from the three levels of system construction. Then, with the game of Sino-American systems as an example, Professor Yang illustrated the competitive situation in establishing international systems. And he deeply analyzed China's current advantages over the competition of international system construction. Meanwhile he analyzed the importance and necessity of the global governance and One Belt One Road construction. 


Finally, Professor Yang believed that China has moved from the strategy of opening up to the strategy of global distribution of China's interests and influence and that China has moved from “safeguarding the security of its own system” to the stage of participating in global governance to gain the international system revenue. These revenues should be supported by national strength and charisma. However, these systems and their revenues would not emerge spontaneously. Therefore, Professor Yang encouraged the young legal workers to devote themselves into the practice of global governance and the One Belt One Road construction, and thus to explore, summarize, generalize and apply the obtained system revenues.


After the lecture, Professor Yang conducted in-depth exchanges and discussions with Ph.D. candidates in SUFE Law School, which made some achievements. Everyone said that they have benefited greatly. The forum came to an end in a warm and prolonged applause.
